It's not illegal per se in Russia. But the MPAA and George Bush is putting alot of pressure on Russia to close it down. So Russia said they will close it down so they can join the WTO. I understand the 10cents per songs download is very attractive to you.
There's a loophole that makes it legal it is on their website, about music export or import or something like that. It was also on Buzz Out Loud podcast, but I would recommend iTunes music store

You are correct. It's illegal in the United States.
Edit: Limewire is also illegal. Just because you paid for the client does not make Peer to Peer networks legal. Its sad how many people here on Yahoo answers don't know this.

File sharing sites are not illegal in and of themselves. Sharing copyrighted files without the permission of the owners is. If in doubt, you are best to avoid downloading anything.

The only way file sharing is legal is if you pay to use the music! There is a site, limewire (http://www.limewire.com) that charges a one-time fee of $19.99 for all of the file sharing/dowloading that you'd like. Because you are paying to download the music, it is a legit site. If it's free, it's illegal.

Thats great that you look and read those terms! Many people do not and do not realize they may be signing away their next three children!! lol
Check the laws in your State and if its against them then your taking the risk! Don't get yourself into a situation where your gonna be out some money and get nothing in return.

I do some of my music shopping at iTunes. I recommend a company that is credible and on the level. If they are ripping off groups they will rip you off also...
