possibly two things.
1. Make sure the USB port on your computer is active. Also verify that the TYPE of USB port (usb1 or 2) is on your computer and is what your external hard drive requires.

Start/settings/control Panel/Administrative Tools/computer management/Universal Serial Bus..should show you if they're active and all. Or if you have a USB port that you KNOW works, plug the new Hard drive in there.

The PC (if you're running XP), should "beep" and let you know it's recongizing a new device. If it does, open up "my computer" on your desktop and see if you see a new icon.

you may have to add either software drivers from the manufacturer of the hard drive, or from the maker of the PC, as well.

Both should have sites available for drivers. I would probably start with the maker of the hard drive, and look for a technical questions area, and see if others have had similar problems as you are experiencing.
