Right click it, uncheck "Unlock the taskbar" and then drag it to where ever you want.

In a nutshell, you need to left-click on the blank area directly under the "Start" button and drag it to wherever one the desktop you want it to be (sides, top, bottom, anywhere).
Here are the problems you might have run into that keep this from working:
No Blank Space Under the Start Button:
Carefully place the pointy tip of your mouse right on the edge of the taskbar, as if you're trying to pry it away from the desktop. The arrow will turn into an up-and-down arrow. Using your left mouse button (the one you normally click with), click on that spot and keep it held down. Drag the taskbar up a little bit.
Locked Taskbar:
If you do the above but it just won't move (or you don't get the up-n-down arrow), then hold the mouse over top of any blank spot on the taskbar (any place other than directly over an icon, the start button, or the clock), then click the RIGHT mouse button to bring up the little menu. See if you have the "Lock the Taskbar" checkmarked. If so, click it again to remove the checkmark, then start over with the above steps.
Mouse Pointer is a Hand, not an Arrow:
This means you have Single-Click Select enabled in Internet Explorer, and an Internet Explorer window is open and touching the taskbar. Just close all the windows you have open until all you see if your desktop and the taskbar.

In windows XP.. right click an unused area of the task bar. a menu should appear. the "lock the task bar" selection needs to be unchecked, so if it has nothing by it.. leave it alone, if it has a check on it. you want to click it so it no longer has a check.
then you just left click an unused area and drag it where you want it. easy as that
