the council wont repair but will install oil instead. does anyone know where i stand legally.

I don't think you have any choice in the matter, the council will go for the cheapest option, which is not always the best.Maybe also in your area, oil is more available than gas.

Legally as a landlord, the council must provide heating, being solid fuel, oil, gas or electric.
So what is your question?
If you want to have solid fuel, pay for it yourself, but be warned, any changes you make to rented accommodation, must be put back to the original state when you vacate the premises!

as usual trying to get thingds sorted for nothing think how most ppl cope by saving their hard earned money and sorting it themselves
