Do i run antivirus and anti spyware programs there?
Are they better to run in safe mode?
What else is safe mode for??

When the computer doesn't boot properly, the system advises you to go to Safe Mode.

Yes it's advisable to run anti-virus & anti-virus software in safe mode as in the normal mode there is a high possiblility that you cannot delete a virus or spyware as they have a tendency to remain in memory which will ensure that Windows will not allow you to remove them especially if the virus is in the SYSTEM or WINDOWS folder.

In safe mode many variety's of virus's can be removed safely.
In safe mode it's also convenient to use the Maintenance Programs such as Disk-Defragmenter, as not many programs are going to run the memory then, which means not much reading or writing in the hard-disk, so defragmenting is much faster (Might be very fast or a marginal improvement in speed of defragmenting.)

Safe mode is to keep any startup processes or services from creating problems. Some spyware and viruses are a pain to get rid of without it. It's impossible to stop them from running in normal mode. You can run antivirus programs in safe mode.

You should only run in safe mode when you're trying to diagnose/fix a problem. Sometimes installing new drivers, programs or hardware crashes a system. Running in safe mode disables just about everything that isn't critical to making Windows run. This allows you to remove/repair the driver, program or hardware that caused the problem.
Other than diagnostics and repair, there's no point in using safe mode. It's not any "safer".

you can run antispyware/antivirus in a safe mode, if you can't remove computer infection when computer is started in normal mode. the thing is that most of parasites are inactive (or mostly inactive) in a safe mode, so you can remove them easily.

and also theres no internet so if theres any downloaded trojan it cant download
