Is Secret Power an HM or TM?

When my brother was playing my Pokemon Game and Relased my Cacnea with my Secret Power and SAVED it. So now I need to get back. And I don't want to restart 'cause I finished the game and I have lots of evolved pokemon. And can you also tell me what TM/HM it is.

Secret Power is TM 43
I think you can buy another one at the shops at Slateport City

It's a TM, you can get it again through the mauville game corner.

it is tm 43......buy it at slateport city(the people who sell all the stuff)
