First of all, it is the Union Flag, it is only called the Union Jack when it is flying from the jack staff of a ship.

It consists of the red cross on a white background for St. George - England, A white saltire on a blue background for St. Andrew - Scotland. A red saltire on a white background for St. Patrick - Ireland. Wales is not represented as Edward I annexed Wales and legally made it part of England. And Wales was never a kingdom, just a principality.

Yeah, apparently the white background represents thwe background of the english flag, the blue represents scotland and the red represents wales
