What would prevent someone from digging through someone's trash, finding a thrown out utility bill or something, and posting it online?

There must be some laws against that, right? But someone told me that once you throw something away, anyone can have it and use it however they like. Are there any laws against putting someone's personal info online without their permission?

once its in the trash anyone can have it. There are no laws preventing someone from posting someone elses personal info on the web

It's not once you throw something away. It's once you throw something away and that something gets to a public space, where anyone can take it (or a private space, whose owner is willing to accept payment for someone to take it).

Regarding the posting of information online, there's a difference between scanning someone's utility bill and just posting personal information. The utility bill includes proprietary information, in all likelihood.

It was originally passed into law to protect a patient's medical information. It has expanded. The Cornell Law School website has a good search engine for Federal laws.

No law, but you could conceivably be sued in civil court for invasion of privacy.

yes there are laws against that. For example, if someone were to kill them because of what you did, you could be charged with reckless endangerment and/or felony murder.
