Why did the founding father crreate a federal system of government?

They needed to get 13 states to cooperate. Without a strong central government each would go their own way. They could make alliances with foreign countries. With all power in the central government, it would be easy to lose individual rights. Continuing separate state power provided an opportunity to have local control.
