Is it possible that my power steering belt broke or is it something else?

On many cars the belt that drives the power assist pump also drives the water pump. If the one belt broke both of your symptoms would occur. I will also bet that the alternator in not charging your battery as it probably also driven by the same belt.

The chances of your power steering pump seizing because the car overheated is ZERO. In fact, a power steering pump never just goes out in a split second, it will whine for weeks. Chances are that the heat from the motor melted a power steering hose that was resting on the motor and the fluid leaked out or that the excess heat broke the belt if it was already weak. (this all assumes that the car was still running) If you haven't already had transmission problems in your Millenia, expect them soon. Once you overheat the motor, the transmission also overheats and these Mazda have extremely weak automatic transmissions.

On this vehicle I am 90% certain the serpentine belt which drives the water pump also drives the power steering pump. If that belt fails you will overheat AND you will lose power steering.

If you look under the hood that is probably what you will find. Don't know why you didn't start by looking under the hood actually.
