There is the web designer & the web programmer.
The web designer takes care of the "front end job" meaning the design of the page and the artistic way to use Photoshop cs,
dreamweaver, illustrator. It requires talent and knowledge of these tools I just described. It can take a long time before you master web design. Now web programming is back end hoj which includes web programming languages like :
- php, asp.net, javascript, python, ruby C#
Unfortunately most employers now will require you to be a mix of web designer/programmer.

Pretty much what James (above) said. A lof of so-called designers use a tool like DreamWeaver to let them visually lay out a web page.
You'd make a good start by learning the languages pages are coded in, such as XHTML, CSS and PHP.
You also need a great deal of common sense. Remember, it's not what you do with a web page, it's what you DON'T do that matters. Focus on simple, easy to use pages that look good. Don't waste your time with marquees, silly animations or javascript tricks that make text follow the mouse pointer. They're not flashy, they're just tacky and annoying. And they're incredibly un-professional.

To become a good web designer learn Photoshop, Flash, Illustrator, Dreamweaver, and HTML. Learn actionscript and some PHP. Most importantly learn good design!!! A good website does not need to be overdone with fancy graphics and envelope pushing interactivity it just needs to A: function well B: organized content and C: look good. The best way is to learn the tools and just look at allot of great work.
