clouds form when the temperature in the atmosphere reaches the dew point which is the temp at which water can condense there is a line i forget the name of it and the water condenses on this invisable line of air temperature anything above the line just puffs up but water cannot condense below the line so it appears flat

well, not all clouds are flat at the bottom, it is not good to assume that. But there are a lot of them that are. When a parcel of air rises it reaches its dew point temperature. The height at which the clouds begin to form is called the Lifted Condensation Level. The air further ascends and a cloud forms. This level is usually uniform to the environmental conditions such as the stability of the air aloft. When the cloud is level at the bottom, the atmosphere is relatively uniform. They are not flat on top because this all depends on the height that a parcel of air goes up, meaning that it is not always the same. I hope this helps.

I think it is all about cold/warm air and variance in pressure. The cloud is sustained at a certain altitude by the temp and different pressure below it, so the bottom is flat, wheras the pressure/temp above is less so the cloud can vary its shape upwards

The bottom of the cloud is known as the cloud base and the top is the "towering" part of the cloud. The towering part, in a cumulonimbus cloud known as a "towering cumulonimbus", is what is able to grow.
