Hey I'm from Spain and even though it's true Belgium on the whole is more expensive, you'll probably find the city of Barcelona more expensive in some aspects. Anyway I'd say that things that will be cheaper in Barcelona will be more expensive in Belgium but things cheaper in Belgium will be more expensive in Barcelona. Food will be cheaper in Barcelona, and power and stuff like that might be almost the same. Nightlife will probably be more expensive in Barcelona if you wanna get to cool clubs and everything, and you'll find clothes more expensive there cause it's a capital of fashion, but there is also cool and inexpensive stores like Zara, Pull & Bear and stuff...
The educational system is relative as someone already said...Barcelona has one of the best universities in Spain and it's very famous for good coleges but I completly ignore the situation in Brussels...
I would choose Barcelona if I were you...
