Where can i trade from my gamecube to my gba in XD?

Ok so this is my brothers account he doesn't no im asking this but anyway.... what city do i have to go to or where do i have to go so i can trade pokemon from the game XD: gale of darkness to my other pokemon games so i can trade them.... i have already gone to phenac city and the chick in the pokemon center (bottom floor) says they r temporaily unavalible... can you help me?

Phenac City is indeed the city where you go. One of the restrictions however is whether you've beaten the game or not.

Also, you have to keep in mind these restrictions for if you have any of the following Gameboy Advanced games: Fire Red, Leaf Green and Emerald.

For Fire Red and Leaf Green, you won't be able to trade with other regions until you've completed the island quest and collected the Ruby and Sapphire plates.

For Emerald, you just need the National Dex and you get it by beating the Elite 4.
