The best computer is a "white box"; a computer custom built to your specifications. You generally will pay a bit more than something "off the shelf", but you get four major advantages:
1. It's built for your specific needs. No added widgets you won't use, and plenty of horsepower for the things you do use.
2. It's made from higher quality parts. There is a huge difference in quality, often even from the same manufacturer. There is a lot of low-end crap that's cheap, but unreliable, sold to the bulk market.
3. There are no "proprietary" parts that require service and replacement by a specific reseller. If you buy a Dell, or HP, you're stuck with Dell, or HP for a lot of critical system components and they will charge you dearly for replacements.
4. There's no software loaded to hype the manufacturer that slows your startup time, issues irritating messages, and urges you to buy more from them.
Custom build a system from a reputable shop.

If you have any idea about computers build one yourself, there are many wholesale price sellers on the internet newegg, tiger, thompsons computer warehouse (?) sorry don't remember the last one...
Anyway if not, then DO NOT go to circuit city, best buy or any of those big computer stores. They don't give the support thet you expect after paying top $, also many of them don't give you a recovery disk. so you end up having to buy an opperative system that "supposedly" you already paid for.
DO GO to your local computer store, do some research first on prices, sizes, speeds. Keep in mind what do you use your computer for.
For instance if you only use it occasionally for general internet and emails, you may not want to go with the fastest one, it is only going to cost you a lot more and you won't notice much difference.
If you download programs/music/videos then you need a faster bigger HardDisk Drive, a faster processor, a DVD player / recorder.
DO ask for USB2 ports as many applications that use the USB are already this sped.
DO ask for a recovery disk, they need to give you this, as well as all manuals and CD drivers for your computer. otherwise good luck trying to find this stuff on your own....
Also keep in mind if you will use internet with dial-up, dsl or cable as you will need faster connectivity in your computer to get the benefits of a faster internet provider.
If you will buy a laptop, sometimes Dell has good deals, keep a list of specifications you like and compare prices on all stores you visit. Big stores as Best buy or Circuit city are not that bad if what you are buying is a laptop, but again DON'T buy a desktop from them.

Look around at various Computer stores, first, to see what is out there, and to learn about all the various computers, and features available first!
Don't be afraid to ask questions, too!
There are many brands out there, and you need to decide what you will be using it for! Internet surfing, e-mail, school work, or gaming?
Compare features of various computers, too!
(I got my Wife and Myself each a Compaq Presario SR1053WM desktop computer. Very reliable, and love all the features. Out dated now, but, it came with Windows XP, and AMD Athlon XP-3200+ Processor, and 512MB of ram, and 80GB Hard drive.) Can always buy more memory, and a Graphics Accellerator card, etc., to keep up with the times. Can update to Windows Vista at a later date, too, if we want.
Maybe the computer you really need, you already have and don't realise it. We are still in a 32 bit world, the 64 bit world hasn't been perfected enough yet. If anyone states otherwise, the see how much 64 bit software is out there! More 32 bit software for Windows XP!
But, talk to the most knowledgable salespeople at that computer store. Don't be talked into buying, look around, ask questions, and learn, first! Be a wise/smart shopper!

Being a Mac user I highly recommend you get a Mac. They are fast reliable and don't get Viruses. But if you must get a windows machine HP and Compaq are both good brands. Make sure the computer you get has at least a gig of Ram and an 2 gigahertz processor. They will improve the performance of your PC. Oh if you have a fries Electronics near you get the Fry's brand computer. They have the least annoying trial software on them.

Go for one with at LEAST a 1.6-2 GHz processor, 512MB-1GB of RAM, a 100 GB hard drive, and a dvd reader/cd read-write drive (a dvd burner drive is better, though.) of course, go for the one with the most raw power that you can afford, so it will be well equipped for the future (windows vista is coming out January 30, and it's really resource-hungry) TigerDirect have pretty good prices on pre-built and customizable PCs. www.tigerdirect.com

I'd get an Intel Core 2 Extreme porcessor with the quad core, 4GB of RAM, a fast hard drive, like 10,000 RPM, a physics accelerator, nVIDIA graphics card with SLI and good motherboard

what people doont no is that there are stores like wal mart that have specials at night i just bought a compaq lap top for 300 look on deals.com and check local store web sites for better deals maybe even ebay sometiimes a scam though

have one built for you by a small computer shop your system will be guaranteed for 12 months and it will be easy to take it back to them, if something goes wrong with it
don't buy from a big store they are only box movers.. and the after sales service is never to clever
go for the best speck you can for the money you have

iMac boots Windows now so you get the best of both.
The apple site makes it really simple to pick options and order. It was a little tricky getting XP on. It is soooooo worth the $2K I spent. I really needed XP to connect to my work through VPN.
