Contrary to what one of the answers said there are many legal ways to obtain PSP games online.
In my opinion, one of the best places is PSPBlender: http://tinyurl.com/ye4827
They allow you to download an unlimited amount of games (also movies, tv shows, etc) and they charge only one time instead of monthly ... I can highly recommend it

I don't really know if I should write this here, but if you want to download "something" you could resort to the torrent solution. Search the net to find out more. And, it's not illegal if you have the original, and If you don't you can copy the ROM image and keep it for 24 hours and delete it and copy it again etc, just to be safe and going by the regulations :P. Not all people have income to buy games...
