As of last summer, the price was increasing due to a high demand and low supply. However, with new home construction on the decrease, I would suspect the price would fall. Also, I would expect a seasonal drop as winter is a slow period for construction.

Yes, the bulk price is increasing. China is currently building four cities about the size of Los Angeles and their orders have cornered a large piece of the cement and steel market. Due to that the prices have increased.

Well, it pretty much depends on the area of the country your in. By me, the price is still rising.
