Is the price of cement in bulk increasing?

Or is supply easing up and the price decreasing? any info would be appreciated.

As of last summer, the price was increasing due to a high demand and low supply. However, with new home construction on the decrease, I would suspect the price would fall. Also, I would expect a seasonal drop as winter is a slow period for construction.
