Never heard that expression before. Literally, it would mean getting rid of the loudspeaker and making it smaller. Figuratively it means a kinder, gentler persuasion.

It could mean that ranchers in order to pritect people and other livestock cut off the horns of the bulls and shave the place where it was down so no rough edges are left. They actually do this because bulls anger readily and getting gored by a bull can kill .

literally would imply that they really do cut the bullhorn out, if they had said "figuratively" that would imply that they don't really cut the bull horn out.
i don't know how else to explain that.

a bullhorn is an instrument i think.. so i think it means they cut a bullhorn shape out of a tree and shape it until it forms a bullhorn
