It all depends on what you mean by fast??? ... The easiest and cheapest way to give a computer a little "kick along" is to increase the Ram
Do a defrag and run a reputable anti-spyware anti-virus program to make sure you're not suffering with any Gremlins

download both the free anti-virus and the free anti-spyware ... update and do a full system scan

First and best, buy more RAM. Second choice, use the Rambooster. Defragging is also a good idea, but unless you're really fragged, it won't help performance much.
Over time, we tend to load our computers down with all kinds of programs, add-ons, etc. that slow performance. Go to start/run and type msconfig. Change to selective startup. Go through your startup items and non-microsoft services one by one. Disable everything you don't really need or want. Not only will that boost performance, but it will also let you boot a lot faster.

Babe you have PC speed or browsing speed(surfing the net).
To make your PC faster you need to a PC tuneup which includes:
Removing programs that you don't need
updating your drivers
Reducing the amount of programs starting in the background:
Start/Run/msconfig/startup program>uncheck the programs you don't need to start(won't delete them)
The most IMPORTANT add more memory RAM
Improving your surfing experience:
Spyware removal
Viruses removal
If you are on wireless make sure your network is secure with an WEP user&password name. That will avoid homelesses connecting to your network &reducing the speed of it.
