Unfortunately, weight doesn't mean all that much with regard to size, especially when someone is taller. A lot of people have very densely-packed muscle and other people are large with very little extra weight!
You might try a one-size-fits-all waist as long as it's designed specifically for the plus-size woman. Also, your friend is fairly tall, so be careful to avoid the "women's petite." Many department stores still stock plus-size items under the assumption that heavy and short go together. I'd second the Lane Bryant recommendation, they have some lovely long skirts and a lot of nice sales at this time of year.

It's a difficult question. What's her build like? Is she short waisted and wide, or well rounded and heavy boned? I'd say between 18-28 shuld have you covered. I'm plump and 200, and wear size 18 for the most part. You also have to take into account, though, that different brands have variations on their sizes.
18-20, 22-24, or 26-28

My best friend is about that... and she's an 18/20. You might insult her by going to lane bryant, due to the fact that it's well known as a "fatty" store. So I would try old navy, definately, or even A&E extended sizes. However, if you're really into making her feel good, try New York & Company.

That is my description and I wear an 18-20, sometimes a 16 depending on who makes the clothes...There are a lot of different fits
You may get her a gift card for Old Navy, they have some cute plus stuff, that doesn't look matronly...(i.e. like older women's clothes) Old Navy is a store that everyone can usually find something in...Torrid has cute stuff, too

If I were to take a wild guess, it would be about a size 24. I have a friend who's about that same height and weight and i'm pretty sure that's the size she wears. Hope this helps!
