To open up your eyes, use white liner. White liner make your eyes look bigger, especially if you put it inside your bottom lash. Try it and you'll see the difference.
However, black liner is better to line for the top lash. It gives your eyes more definition and is sexier - and you don't even have to put that much.
So I would recommend, a little of black on the top lash and white on the bottom (to open then up!).

First off, glasses can cast shadows that can emphasized undereye circles. No matter what your skin tone, a creamy yellow-based concealer will best counteract any bluish discoloration.
Eyeglass frames tend to create a hard edge around your eyes. Because of that, keep your eye makeup natural and soft. To counter lenses' natural distortion, adjust the application as follows:
Lenses for farsighted vision magnify your eyes, so wearers should avoid overemphasizing their eye shape. Skip the black liner and dark brown shadow and try smudging a softer shade, such as taupe or gray, along the lash line for subtle definition.
Conversely, lenses that correct nearsighted vision make eyes appear smaller. Avoid color on the bottom lash line because it will close off the eyes even further. Instead, add depth to the eye with neutral shadow in the crease and a navy or chocolate liner along the top lash line.
Creating a "look" for your eyes isn't all about the eyeliner. It is like any beautiful painting. There are many parts and colors and application techniques needed to create that beautiful painting.
Additional suggestions are to apply a light pale eyeshadow under the arch of your eyebrow. You can put a white or silver eyeshadow in the very inner corner of your eye. Apply a black or brown eyeshadow under the outer rim of your bottom lashes. Only put it as low as the length of your bottom lashes after applying mascara, and only do it to the middle of the bottom lashes.
Finally, lashes get lost behind glasses, so make sure to curl your eyelashes so that they can be seen from behind your glasses and use an extra layer of mascara.
Don't force the eyeliner to do all the work.

you take the black liner and use it from the mid point of the iris out it will make your eyes look bigger.

What i would suggest is to draw a black eyeliner on your eyes. If you use pencil type of eyeliner, divide the upper lid in 3 parts... The darkest will be the cornor of eye section. Lightest in the middle.. and semi dark in the section closest to the eye. Then, use the white eyeliner draw a thine line above the black eyeliner... very fade in the two other sections, but concentrate in the middle section. The middle section is right bove the iris..so with white eyeliner, it will create the "open eyes" look.

well in order to get the illusion of bigger eyes you put black eyeliner in just the corners of your buttom lash and a thin line on the top. also it really depends on the color of your eyes. For blue eyes try a black/brown or brown eyeliner. I also like purple. I know it sounds crazy but it looks really nice.
