I would like to change the local disk to Drive (C:), for some odd reason, when I reinstalled everything on my computer, My local disk became (D:)

I don't think you can.
Because when you install programs and the OS has assign your main drive to be d:, all the programs and the path will have drive d: in it.

I am guessing you have to reinstall the whole thing including the OS. And when you do partition, you rename the drive c:

Right-click on My Computer > Manage
Click on Disk Management
Right-click on the drive and choose "Change drive letter and paths..."

Click then change button
You may get an error that Windows can't change it

you may't replace the widely used force with out disabling residing house windows. what's preventing you saving on D: There are apps which will bypass the contents of C:application information to a unique partition. Or use QtParted to combine both walls into one.
