I have an 02 passat and my check engine light is burnt out. Is it just a fuse i need to replace or is this a big problem?

remove the dash
pull out the instrument cluster
replace the bulb in the back of the instrument cluster

took me a few hours to do on my ford escort. see if you can lower the steering column. that makes it easier.

if you're smart/lazy like me, get a few packages of bulbs, and change them all at once so you don't have to do it all again when a flasher light burns out or something.

How do you know the bulb is burnt out? it may not be lighting up do to a failure in the harness and/or the ECU.

the bulb should come on when the key it turned 'on' and it will turn off after a few seconds once the car is started.

a smog check shop will make sure the light functions this way when doing the smog inspection.

but, to answer your question more directly, you have to pull out the dash cluster, which means the steering wheel will most likely have to come out, so make sure you disconnect the battery or else the air bag could go off during removal/installation.

you would have to take the dash a part to replace the bulb.
