Good question!
Well let´s see, in Europe female topless at the beach is so so common that nobody take a look at them.In Spain or France for example, you can see from fat woman in topless to very old ladies with their little grapes hanging there (he he, I imagine the pic and sounds so funny)and nobody cares about the rest , they are completly free.
But the problem are tourist, those people who come from places where topless at the beach is banned (like my country Uruguay for example), specially men tourist, they got completly crazy and can´t help not staring women in topless!!!
I don´t think female topless behaviour should be banned, but tourist stupid behaviour in this cases surely should be.

Ermm, I've rarely encountered topless women on a beach, and I rarely encounter anyone preaching from the Bible - when I do, they tend to be older guys bellowing it out in a city-centre, being studiously-ignored and avidly-avoided by everyone, myself included. WHERE IS this beach, where Sister Mary D-cup tells us how we should live our lives? I might stroll-along for a listen! After that, your question sure covers a lot of ground. In the final analysis, are you condoning the attitude that the BEAUTIFUL WORK OF GOD, i.e. HUMANITY, naked and natural, somehow offends and disgusts you? On a personal level, I find tan-lines very hot, and I don't recommend anyone should bask in the sun - AND I'm more into red-heads. I find 'pale & interesting' to be VERY interesting. ;-)

Public beaches, banned. Appointed beaches, just fine. Kind of like smoking. Designate certain areas and go for it.

This is perfectly natural behavior for those that are not that uptight. I would think we should start with banning uptight behavior first, then there is no issue.
