Does the father have lawful custody or did he skip with his child. What you do depends on so many questions. Are you and he divorced, do you have a custody agreement, which has full custody or do you share custody, how old is the child and many more.

You have to go to your local court, prove you are the better suited parent to have custody of the child. Get an order for child custody, then take the order to the foreign court to enforce it. Once you get an okay from the foreing court, then take her by any means.

Check with local authorities first, then go to the country and take him to court there.

Or make up with him, get him to come back with your child, then leave him and take your child with you.
