Now that's a question to design an experiment around, if someone hasn't already done so. To measure potential vs actual, one would need to consider many variables. There would be a qualitative aspect to the experiment, as test subjects would self report on factors affecting their lives (eg people with more time and space could focus on developing their intellect, as BF Skinner did as a child inside his cardboard box house).
