Bears are not cats,
First off it has been my experience that cats only do what they want, the first step would be to find a cat with the desire to ride a unicycle.
After that problem has been addressed I think the skeletal structure of the cat hinders successful feline mono wheel transport.
Their rear legs naturally face about 90% to their spine, Unicycles riders keep their spines in line with their frame of the unicycle at the same time can pedal, I do not think a cat could do this.
