All Major chords consist of the first, third , and fifth degree of the scale, commonly referred to in Roman numerals i.e. I, III, V .
The C# scale is C#-D#-F-F#-G#-A#-C. Flat the 7th and add the ninth note of the scale. Thus you have C#-F-G#-B-D# = C#9
