You have inadvertently activated auto-scroll. This is usually done by clicking the middle button (scroll wheel)... once active you can scroll the page up and down via your mouse within the page.
To deactivate, simply click the right or left mouse buttons.

that seems to be a mouse config error it is in re-size or scroll(move) mode.start-control panel-mouse options(default)-save or click centre wheel on your mouse.viruses can play havoc with pointers too.
