plzz help me understand this sentence!!?

To no one will we sell, to no one will we refuse or delay, right or justice.

Answer 1

We will give rights and justice to all, without refusal or delay, whether or not they have any money.

Answer 2

This is an undertaking (a promise) on the part of the authority which dispenses justice (i.e. is responsible for the law, courts and the like...typically and historically the King) to do so fairly. Thus all will have access to justice. In particular justice is not only or preferentially for the rich and justice will not be substantially denied by being delayed.
