im getting intermittent connection, drop outs, slow speed, the headache

You're probably a long way from the ISP's data centre. There's really not much you can do about that except complain to the company a lot and hope they build a new data centre.

Cable internet does not suffer from that problem.

Either the service to your house has a flaw, or the wiring INSIDE your house has a flaw. YOU have control over the INSIDE wiring and can easily eliminate that variable.

I suggest you try running a clean, new, Category 5e or 6 twisted pair from the point of entry (demarc) in the house to the DSL modem. Run this new wire away from AC power lines, motors, flourescent lights, etc. Make it a clean run.

Then ask the phone company to check their wiring TO your house. You may find a buried terminal block with dirt or water which THEY will fight with you about, but be persistant. They need to demonstrate that the line stays up.

(Most Internet providers can look at their logs to see your modem going UP and DOWN and if they see a anomoly, they can then start testing line integrity, packet loss, roundtrip delays, etc.

I hate to take the elementary way out and say "call your ISP," yet i imagine that's the position you want to bypass. Could be a problem with your voltage converter. I had the same problem, and my ISP checked the system and found a faulty converter, and replaced it, and I have had no problem for the last 18 months.
