Here is my situation I am from a town that is 99.9999% caucasian so there is slang I don't really hear.?

Due to my surroundings there are phrases and slang that are used in other races and cultures that I rarely hear. My question is this, what exactly does "Hot Mess" mean. Like when someone says "He is a hot mess".

Never heard that, it sounds like the saying that they are saying that person is really slam'n, good loooking, cool, *****'n.
