Poor horses. Something should definately be done about it. You could make complaints to the police and if they don't do anything about it, you can get a bunch of your friends to call and complain about it too. If enough people call and complain about something, they will do something about it. Unless something is medically wrong with the horse, it should be pretty easy to get them new homes. If someone is going to have that many horses, they should at least have a pasture for theem to run around. They can't stay in a stall all day every day for their whole lives. There is no way they are all getting exersize every day. It would take a lot of people to do that. If they can afford to feed and take care of that many horses than they can give them more room with more land to run around. I don't see how they can take care of that many horses. I would definately do something about it if I were you.

The law in most counties states that it is required to have one acre per large hoofed animal. HOWEVER... if the facility is what is called "Grandfathered" in, then they do not have to abide by this law. Which if they are in "the city" then this probably means that the city grew up around them and they are grandfathered in.
If there are unsanitary conditions or obviously neglected horses, then animal control/humane societies will need to be informed.
If these horses are "cramped" in an area that you think can not run, doesn't mean that they are not getting their exercise by being ridden if they are a riding stable offering horses for rent.
There are horses owned by people that stall them in a 10' by 10' stall all day but are exercised a few hours a day or so.
Your actions of concern need to be voiced to someone that can take action, not an answer board of people who can not do anything but agree/disagree.

there should only be one horse-to-one acre... that is way too many horses for that small of room with no turn outs... something should be done.... get PETITIONS signed, get the ASPCA involved, get the POLICE involved.....tell everyone u know and get something done about it... horses need room to run, not be shut up in stalls all the time. are the horses being takin care of? food(hay and grain)? water? clean stalls? exercise? these are somethings that will affect what can be done. u need to check into these kind of things so u can take proper action.

if they get adequate exercise in hand or under saddle and are fed & cared for adequatly, I fail to see why they abolutly must have room to run... there are many who DONT pasture horses for a variety of reasons- including the risk in a city envroment of the horses being injured by vandals so they may not be SAFE turned out.

You should do something about it. Thats way to much horses to have when they dont have any pastures you should call the humane society or animal control

every city has their own rule about large animals and usually the rule is 1/2 an per large animal :) if you think the horses live in bad conditions then I would call animal control :)

Call your local SPCA or animal shelter and ask if they are aware of the problem. If they don't deal with it, they should know who does. Or the police might tell you who to call.

Your town/county/state probably has zoning laws, but contact your local ASPCA and they will know who to contact for animal neglect/cruelty.
