Sadly enough, probably because there is so much of it that there is no possible way for them to catch and punish everyone that does it. It would take up so much of their time that they would be so busy doing that they wouldn't be able to take time to punish the really bad guys... or vice versa. And since it is more important to punish murderers and rapist, etc, and they already have their hands full with that, there is just no time to take legal action against a crime like infidelity.

Yeah we might as well start patrolling what goes on in the private bedrooms of others.. I mean we already have trouble catching all the MURDERERS and PEDOPHILES and the like...Why worry about infidelity when there are REAL crimes out there going unpunished...

It does. It's just that for some, the punishment is much less extreme (Bill Clinton) than for others Charlie Sheen (and my buddy Sam T.).
