It might be your starter. It could also be a problem with the battery. More information is needed to make an accurate diagnosis. Open the hood and try to determine where the noise is coming from while someone turns the key. Is it coming from the engine or the battery? Does the vehicle start up every time or do you have to try repeatedly? If you have the tools, knowledge and eye protection you could remove the battery cables, clean the ends and reinstall them and see if the noise is gone.

It probably means your battery is dead, but it could mean a bad starter. The starter solenoid/relay is switching on, supplying current to the starter, but the battery can't supply enough current to turn the starter over for one reason or another (either a short-circuit or just that the battery is dead) and drops voltage so low that the relay switches off again, and the cycle repeats itself.
