When you pay for the night, you can place them on any unoccupied spot that connects to one of your roads.

As for strategy and tips:

1. Try to make sure you can get knights early. Especially when playing with 4-6 players. Getting ahead on knights will prevent you from losing a city in the early game to barbarian raiders and may even give you initial VPs as a protector of Catan.

2. After knights, make sure you can get commodities. Those cards can easily swing the game in your favor and its hard when everyon gets a card form building their cities except you.

3. Never, ever build city walls when playing a 5-6 player game. Its a waste of resources since you have a special build phase between players turns so you should be able to keep your hand size under control.
3A. The exception is if your a monopolist and can only reliably gain 1-2 types of resources. If you get those resources in large numbers, you won't be able to trade tehm in during special build phase and therefore will need to keep a large hand size until its your turn so you can use your harbors and/or merchants.

If you buy the 4th edition expansion you get both of those plus the river and seafarers.
