Sometimes it depends on the nature of the regret. If a person regrets not travelling more or going to university or whatever, those types of dreams or goals are really expensive and if a person doesn't have the means to afford to do those right now, then they can't. It doesn't mean they won't, just that its not something that a person with other responsibilities can do at the drop of a hat.
