I want to buy used laptops for export.the seller must be ready
to quote the price in CIF.That means i buy and i pay for the product
and transportation oversea.The seller do the work of exporting the

Computers may not be exportable to certain countries. You need to check with the US customs office.
There are amny restrictions on shipping technological items out of the US. Security and terrorism issues.
You may need a export license to do this.

The handle shipping process at your expence but over seas is different. You will have to be the intermediary unless you have a broker partner.
