Does this mean it isn't using electric?

Since your phone charger is more than likely a small transformer with a little rectifier and some other circuits thrown in, it will always bleed off a little electricity simply due to the fact that the transformers are not ideal and have some losses in them. That’s why they warm up a little when they are plugged in.

If it doesn’t get warm after a while but still will charge your phone then don’t worry too much about it not getting too warm. That just means that the transformer and other circuits aren’t that inefficient and don’t lose that much energy to heat.
