two options:
1 every time you see that number divert it to voicemail. Hopefully they will get the message
2 Answer the call and formally instruct them not to call you. Then if they continue report them to OFCOM as they are committing an offence.
Of course if they are chasing you for money owed that's a different matter

Oh If it is a cell phone there is no way to block any calles the best you can do is just reject them . I had the same problem and they told me cell phone dont have that capability. It sucks I know!good luck i know it can drive you crazy.

i know o2 wont block a certain number from contacting you so dunno about t-mobile. if you have a series 60 phone (smartphone pref nokia) then i recommend a bit of mible software called blackballer, it lets you select or reject certain numbers from contacting you.
