Neither, he is a story we tell our kids to get them to bed early so were not up half the night wrapping the rest of their gifts. Santa is in the same family as Jesus, Angels and the Tooth Fairy. He is whatever you believe.

The character is white, the original known basis is whatever flesh tone was whatever Turkish people are, so I suppose he was olive skinned.
