Do you want to lock-up spammers and how!?

It's pretty obvious that SPAM is getting more and more out of control. I wish all the spammers would just got locked up in jail forever after 2 warnings. I also wish that we have less people that's dumb enough to click on these SPAM ads! Obvioulsy it's making the spammers $ that's why they're still doing it. How do you want to torture these SPAMMERS?

Oh, I'd love to put every spammer in the world in a third-world prison for at least ten years. Second offenders would get life, with no possibility of parole. Why a third-world prison?
A.) Because spammers are subhuman scum and do not deserve the modern comforts of a First World prison.
B.) Because I am not willing to spend US$90,000 per year to incarcerate these anti-social bacteria.

HOW? Now THERE's the $64,000 question.

The BIGGEST problem are ISP's who don't care about the problem, and the countries within which these ISP's are based. The ISP's act as hosts for the spammers, and the countries shelter the ISP's by refusing to create or enforce laws against spam. So, there is no worldwide punitive measure that can be enforced against ISP's guilty of hosting spammers. And there's no way to make one stick, even if one could be agreed upon. There would always be SOME rogue nation -- Somalia, or North Korea -- that would agree to the measure ON PAPER, but then turn right around and let it be regularly violated with complete impunity by ISP's based within their borders. And the rest of the world has bigger fish to fry than to consider imposing sanctions on a sewer hole like Somalia over email spam.

At best, there could be a worldwide edict stating that spammers are "fair game" and that it's always "open season". I really don't think these two-bit motards are going to stop or slow down until masses of them start getting killed off by irate end-users.

Of course, our public-sector (law enforcement, justice system, etc) is just all so blessed compassionate that they'll let the spammers have our firstborn, one kindney, and our VISA cards before they'll actually allow private citizens to do ANYTHING to them. So, nothing truly effective will EVER really happen.

But, we can dream...

Yes, they should get a penalty or go to jail. They are even spammers on Yahoo Answers and Questions; they don't care about Yahoo's guidlines.

Yeah, that's the solution. If you don't like what someone says or does, just throw them in jail. Nevermind that it costs 90 thousand a year per inmate to taxpayers to keep one person in jail.
