I would think so; at least, at present.
Since there are no other beings (that we know of) on Space or any other planets, there are no laws that exist there. Therefore, by definition the US citizens, who have to live under our laws, are more "restricted" than those in the Great Beyond.
(Of course, I am excluding those that live in the space station. I assume they are governed by the laws of the country that put the space station into orbit.)

Hmmmm...does that mean that you could go to Mars, commit a murder, and return a free man? I suppose, since Mars is not under anyone's jurisdiction.

Yes, I can assure that you are correct. Here on Zadroz, a small planet in the Horsehead Nebula colonized by Scots in the 2070's we do not swear allegiance to anything. That way if the Govt goes off the rails we can say no. Also we are neither forced to carry guns nor be obese due to our govt's failure to control what the food industry can sell us. Our gopvt treats food like drugs - if it's harmful it's not allowed.
