Are you sure it's a female? Male bettas blow bubbles to create bubble nests; it means they are ready to spawn. If a female came along, and had eggs, he would squeeze her, and keep the eggs in the bubble nest and tend to them.
If it's a female, it may be something in the water. Make sure it's clean, and that you have a lid.

Bettas enjoy blowing bubbles, it is making a nest for a baby it wont have (unless you have a different gender too.) Don't worry, it's a Betta Fishs natural instinct. Unless you are pouring soap in there, (which could also cause bubbles,) I wouldn't be concerned.
Make sure its a female, also. Females don't share the flowing fins and bright colors that males have.

If you haven't been washing the bowl with soapy substances, your female is making a bubblenest because she thinks her place would be ideal for baby raising. Female bettas will sometimes make bubblenests. I've had females who, when bred, will help pick up eggs and blow a bubble to hold the baby in the nest. Basically, female betta can do everything a male betta can except fertilize the eggs. And if yours is making a bubblenest, it means you're keeping her bowl clean and warm and what she feels is ideal for babies (good job! and keep it up).
