The National Do-Not-Call Registry applies specifically to private citizens and their home phone lines -- if a person's name is on the list it's technically illegal for telemarketers to contact them. WARNING: While the National Do-Not-Call Registry would have no legal effect on someone like you calling businesses and offering services, the laws of your state may prohibit unsolicited B2B (business-to-business) calls of any type. Try calling your local chapter of the Better Business Bureau and see if they can point you in the right direction. If not, you'd have to ask a lawyer, and on that one I'd advise you to look in the Yellow Pages for an attorney that gives free initial consultations.

You've asked two questions here. The no call list does apply to cell phones, if they are on the list. As to cold calling companies, that isn't against the law.

Yes. If you call them and they're on the "no call list" they can report you and you may be fined. There is a no call list for cell phones. I'm not sure what it is, but my friends have talked about it before. You'll be better off mailing your info or going door to door to drop things off.

In Missouri you had to specifically sign up to the no call for your cell phone thru a website. Its worked so far for me.
I am assuming its a state by state issue.
