Does this depend on if wearing a suit, casual attire, or jeans?

A suit, go for simple, elegant lines--- match the pants. Keep with simple socks in plain colors. Some texture is fine, but not much. No argyles. Unless you really know what you are doing, and have a Brooks Brothers or Burburry suit or something English looking.
With chinos or casual pants, I would still match the pants, but print socks or argyles from the Gap would be OK, as long as they match the shirt and tie it together and you have that Gap look.
For jeans, match the shirt or jeans. Get something that ties it together. If wearing sport socks, consider getting them in navy, black, or grey as well. If wearing white ones, I think its cool to get some that have the Polo or Calvin Klein emblem on them :-) not cheap ones from Walmart

But not if you're wearing a white shirt!! LOL!
I wear socks that are at least similar to my pants. Brown pants, tan socks, or something like that.

The color of the socks should match the shirt! It doesn't matter what your wearing, it ties the whole outfit together.

Match your socks to your slacks or shoes.....not your shirt. This will create a monotone look, lenghier leg, elegant and finished look..... and won't distract from your outfit the way colored socks would if you matched them to your shirt. What if you had a red shirt on and wore red socks?........Whew, BIG fashion faux pas.
