I know this girl and she has stretch marks on her legs but she is skinny and always have been skinny. She's 18.

If you grow faster than your skin can keep up, you get stretch marks - So if you put on weight quickly, or are pregnant, or have a growth spurt, then sometimes your skin can't keep up and you get stretch marks. My husband has them on his legs and hips from growing from a runty little 4'6 14 year-old to a 6'1 18 year old.

Stretch marks will appear from rapid growth, whether it's from a growth in weight numbers or a growth in height. I know of one man who had stretch marks on his back from when he was a teenager and put on a massive growth-spurt, and he's always been very slender. Stretch marks aren't just for pregnant or fat-girls!

If your friend is embarrassed by the stretch marks, there are over-the-counter remedies she can try. They won't make them go away, but they can help them fade faster.

Its probably growth stretch marks. If your body goes through a growth spurt it can leave marks. I have those on my legs too.
