well it depends on what king of games do you want, most strategy or sports games you can play online without paying, but when it comes to rpg and its different types mostly are pay to play. but NCsoft have few games that you can buy and just play without paying any monthly fees, they make thir money by sellling expansions just like what blizzard did with Diablo 2.

Heres a good online RPG game. Its a multiplayer game too.
Its called Zeus' Legacy.
Free,fun,worthwhile,and non-download.

Runescape is free on ftp... but you can buy membership for $5 a month.... gets addicting...... no real action just lots to do.
