Oil Radiator Heater it does take a few minutes to heat up but it is less likely to start a fire.......I also have an oil radiator heater and its just fine.

This depends upon the ambient temperature of the room and which heats the room to the preferred temperature. It also depends on the surface area of the heater.
Now quartz heaters heat up much faster, however oil heaters have a larger surface area.

oil, the oil gets hot and radiates heat , the other heater works solely on electric

Look at the wattage rating. The higher the wattage the more it costs to operate. Also look at the BTU rating if available or the EER (Energy Efficiency Ratio) if available.

Different heaters (same style) different answers.
Each heater will PROMINENTLY display the number of "watts" it uses. That's the answer - more watts = more electricity used. (also, more heat!)
