Let's see, Libby helped to out an undercover, top secret operative who was working on tracking Islamic states' nuclear programs.
Berger destroyed COPIES of documents - never had access to the originals, for whatever reason may have been going through his mind.
Which does actual harm? Not to excuse what Berger did, because it was illegal, but so is jaywalking, which is how Berger's offense compares to that of Libby and those who gave him his marching orders.

Scooter libby lied to prosecutors during a criminal investigation, that may have prevented a traitor from going to jail. Sandy berger did something far less serious, but still misguided and possibly illegal.
